The Delhi Police ACP suspension has triggered fresh debate within the police force. The Ministry of Home Affairs (MHA) suspended Assistant Commissioner of Police Manasvi Vashistha on Tuesday, November 3, according to police sources.
The action came a day after Vashistha joined Delhi Police personnel in a gathering outside the Police Headquarters. The officers had opposed the transfer of two colleagues following a confrontation between police personnel and lawyers at Shahdara police station.
Around 100 to 150 personnel initially gathered outside the headquarters on Monday. However, some reports put the total number at nearly 500 after the gathering moved inside for a meeting with senior officers.
Vashistha had led the gathering and sought an opportunity to present the officers’ concerns before Police Commissioner Anurag Kumar. Meanwhile, Delhi Police described the gathering as a “Sampark Sabha”, or interaction meeting.
Why Did Delhi Police Personnel Gather at Headquarters?
The immediate trigger was the transfer of ACP Manasvi Vashistha and Inspector Arun Kumar.
Delhi Police transferred both officers on October 28 after a confrontation between police personnel and lawyers at Shahdara police station on October 23.
The incident involved advocate Lalit Bansal, who suffered a serious head injury during an alleged assault. The incident led to tensions between lawyers and police personnel.
Lawyers accused the officers of misbehaviour during a visit to the police station. They also alleged that Vashistha displayed a service revolver during the confrontation.
However, Vashistha disputed that account. He said he was only checking the rounds in his pistol before handing it back to his staff.
Lawyers’ Strike Ended After Officers’ Transfers
The Shahdara incident triggered an indefinite strike by lawyers at Delhi’s district courts. The lawyers demanded action against the officers involved in the controversy.
On October 28, Delhi Police transferred Vashistha from the Gandhi Nagar subdivision to the Special Police Unit for Women and Children (SPUWAC). Authorities also moved Inspector Arun Kumar, the then Shahdara station house officer, to the Security Unit.
Following these transfers, the lawyers called off their strike. However, the decision upset a section of Delhi Police personnel, who questioned the action against their colleagues.
What Did the Police Personnel Demand?
During Monday’s gathering, the officers sought a meeting with Police Commissioner Anurag Kumar. They also raised concerns about their safety while handling disputes involving lawyers.
The personnel put forward several demands, including:
- A clear standard operating procedure for confrontations involving lawyers.
- Protection for police personnel inside police stations and court complexes.
- A grievance redressal mechanism for officers.
- Action on complaints against lawyers accused of misconduct.
- A fair investigation into the Shahdara incident.
Vashistha also called for a dedicated system to address complaints involving police personnel and lawyers. In addition, he urged senior officers to hear the concerns of the force.
MHA Suspends ACP Manasvi Vashistha
On Tuesday, November 3, reports confirmed Vashistha’s suspension by the Ministry of Home Affairs. Sources said the ministry took the decision on disciplinary grounds.
The suspension followed the officer’s role in Monday’s gathering. However, authorities had not issued a detailed public explanation of the suspension at the time of reporting.
The development has added another layer to the ongoing dispute between sections of Delhi Police and the legal fraternity.
Police and Bar Bodies Plan Joint Coordination Panel
Meanwhile, Delhi Police and representatives of the legal fraternity have agreed to establish a joint coordination committee.
The decision followed a meeting on October 30 involving senior police officers, the Bar Council of Delhi and representatives of district court bar associations.
The proposed panel aims to address complaints and prevent future confrontations between lawyers and police personnel. It will also provide a platform for both sides to raise concerns through dialogue.
The Delhi Police ACP suspension marks a new development in the Shahdara police-lawyer dispute. The controversy has raised questions about police discipline, officers’ safety and the need for better coordination between law enforcement personnel and lawyers.
