Bihar Government Formation: Portfolio Allocation Finalised in Nitish Kumar’s New Cabinet — Full Ministry List

Patna, 23 November 2025 — After being sworn in for a historic tenth term, Bihar Chief Minister Nitish Kumar has completed the distribution of departments in his new NDA cabinet. The 26-member council of ministers includes leaders from JD(U), BJP, HAM(S), LJP (Ram Vilas) and the Rashtriya Lok Morcha, reflecting a carefully balanced power-sharing arrangement.

Nitish Kumar has retained the General Administration, Vigilance, Cabinet Secretariat and all unallocated departments, giving him direct control over the state’s administrative machinery.

The BJP, which holds significant strength in the alliance, has received several major ministries. Deputy CM Samrat Choudhary has been assigned the Home Department, marking a major shift in Bihar governance. Deputy CM Vijay Kumar Sinha will handle Revenue & Land Reforms along with Mines & Geology.

Among JD(U) ministers, Vijay Kumar Chaudhary has been given Water Resources, Parliamentary Affairs, IPR, and Building Construction, while Bijendra Prasad Yadav will manage key economic portfolios including Energy, Planning & Development, Commercial Taxes, and Excise.

From the BJP, Mangal Pandey takes charge of Health and LawNitin Naveen gets Road Construction and Urban Development, and Ramkripal Yadav will head Agriculture, a crucial ministry for the state. Other important allocations include Industries (Dilip Jaiswal)Labour Resources (Sanjay Tiger) and Tourism, Art & Culture (Arun Shankar Prasad).

Alliance partners also find representation: Santosh Kumar Suman (HAM-S) gets Minor Water ResourcesSanjay Kumar (LJP-RV) heads Public Health Engineering, and Deepak Prakash (RLM) manages Panchayati Raj.
