Lucknow Mandates Pet Cat Licensing to Combat Rabies, Imposes ₹1,000 Fine for Noncompliance

The Lucknow Municipal Corporation (LMC) launched a mandatory pet cat registration program on Tuesday to curb rabies outbreaks, requiring owners to obtain a ₹500 annual license for their cats. Noncompliance will incur a ₹1,000 fine and potential legal action. The initiative, announced via newspaper advertisements, follows a similar pet dog licensing program introduced last month, aiming to ensure vaccination compliance and promote responsible pet ownership.

Licensing Details and Process

Cat owners must register their vaccinated pets at the LMC’s Veterinary and Animal Welfare Office at Bhopal House, adjacent to the LMC headquarters, between 10 a.m. and 5 p.m. on working days. Required documents include the owner’s Aadhar card and the cat’s vaccination certificate. “The license fee is ₹500 per cat, regardless of breed, and is valid for one year, requiring annual renewal,” said Afsar Ali, an LMC official, in an interview with India Today Digital. Even those caring for street cats can obtain a license by providing the necessary documentation.

The LMC emphasized that owners found keeping unlicensed cats will face a ₹1,000 fine and bear full legal responsibility. “This move ensures public safety, prevents rabies, and encourages accountable pet ownership,” Ali stated, adding that the process is currently offline but designed to be straightforward.

Public Reaction and Context

While no registrations were recorded on the first day, Ali expressed optimism, noting, “We’re waiting for pet parents to come forward and are here to ‘meowtivate’ them through the process.” The initiative has sparked mixed reactions in Lucknow. Some residents welcomed the focus on public health, while others expressed surprise, with social media buzzing with humorous memes about “cat Aadhar cards” and “purrmit” rules.

The program aligns with similar regulations in cities like Mumbai, Delhi, Chennai, and Ahmedabad, where pet cat licensing ensures vaccination compliance and public safety, though fees and rules vary.
